1. Providing a layer of support in order to make stronger or more durable in nature. This may be done by adding an additional layer of support on top of existing layers. Physical objects can also be enforced. For example, electric cables are sometimes enforced in a second layer of material to prevent being frayed so easily.
2. Imposing rules; keeping in compliance. For example, a company with a policy of requiring all personnel to be in uniform may enforce that rule by preventing any personnel that is not in full uniform from working until they conform.
